09 Jun: Vitale / Madden Measure Would Require Health Clubs To Be Equipped With Defibrillators

TRENTON – A measure sponsored by Joseph F. Vitale and Fred H. Madden that would require all registered health clubs in New Jersey to have an Automated External Defibrillator on site and have employees trained in its use was unanimously approved today by the Senate Health, Human Services and Senior Citizens Committee.

“When a person goes into cardiac arrest, the time between the onset of arrest and medical treatment can literally mean the difference between life and death,” said Senator Vitale, D-Middlesex, who chairs the Senate Health, Human Services and Senior Citizens Committee. “Rapid response to a cardiac emergency is key to ensuring survival. Requiring defibrillators in gyms and health clubs, where patrons might be more susceptible to cardiac distress, makes sense and will undoubtedly save lives in New Jersey.

23 May: Madden/Karcher Measure Would Create The ‘New Jersey Security And Financial Empowerment Act’ For Domestic And Sexual Violence Survivors

TRENTON – A measure sponsored by Senators Fred H. Madden and Ellen Karcher that would create the “New Jersey Security and Financial Empowerment Act” to benefit domestic and sexual violence survivors was approved today by the Senate Labor Committee.

“Acts of domestic and sexual violence are intimate attacks that affect every aspect of a victim’s life. Their attackers often prey on a victim’s financial dependence and use it as a means of escaping punishment or committing additional attacks,” said Senator Madden, D-Camden and Gloucester. “This bill would break the cycle of dependence that is unique to domestic and sexual violence by providing victims with the means for getting out of a violent situation without losing their job altogether.”

23 May: Sweeney And Madden Promote Proposed Pilot Program To Use GPS Tracking For High Risk Sex Offenders

TRENTON – Senators Stephen M. Sweeney and Fred H. Madden today met with Governor Richard J. Codey, Attorney General Peter C. Harvey and other legislators to discuss a bill they are sponsoring that would create a pilot program for the satellite-based tracking of high risk sex offenders.

“According to the U.S. Department of Justice, sex offenders are four times more likely than non-sex offenders to be arrested for another sex crime after being released from prison,” said Senator Sweeney, D-Gloucester, Cumberland and Salem. ” We cannot allow other situations like those of Megan Kanka and Jessica Lunsford to occur – we must do all we can to protect the public from the monsters who prey on innocent, unsuspecting victims.”

13 May: Madden Bill To Regulate Pet Cemetery Maintenance Fees Clears Senate

TRENTON – A measure sponsored by Senator Fred H. Madden that would prevent pet cemetery owners from assessing maintenance fees retroactively has been approved by the Senate.

“Pet owners have the right to expect a level of finality when making decisions regarding the death of a family pet,” said Senator Madden, D-Camden and Gloucester. “This bill will ensure that grieving pet lovers will not fact the burden of future claims for payments due to changes to ownership of a pet cemetery or other company decisions.”

12 May: Sweeney/Madden Masure To Upgrade Penalties For Criminal Trespassing Approved By Senate

TRENTON – A measure sponsored by Senators Stephen M. Sweeney and Fred H. Madden that would upgrade penalties for criminal trespassing from a disorderly persons offense to a fourth degree crime was approved today by the Senate.

“This measure would help provide additional protection for the State’s chemical plants and other public utilities,” said Senator Sweeney, D-Gloucester, Cumberland and Salem. “In the event of a terrorist attack, damage done to ‘soft targets’ could result in huge numbers of lives being lost. By upgrading the penalties for criminal trespassing, we would be sending a clear message to would-be terrorists that we will take the necessary precautions to protect the citizens of New Jersey.”

12 May: Karcher/Madden Measure To Up Hold Out-Of-State Restraining Orders Clears Senate

TRENTON – A measure sponsored by Senators Ellen Karcher and Fred H. Madden that would permit New Jersey to uphold domestic violence restraining orders granted in other states was approved today by the Senate.

“The fear that domestic violence survivors live with everyday – a fear that it could happen again – knows no boundaries,” said Senator Karcher, D-Monmouth and Mercer. “However, under our current system, a domestic violence restraining order is only enforced in the state it was issued. We need to provide a continuous shield of protection for the victims of domestic violence, and we must uphold restraining orders issued in other states to accomplish that goal.”

TRENTON – A measure sponsored by Senators Stephen M. Sweeney and Fred H. Madden that would upgrade current penalties for criminal trespassing from a disorderly persons offense to a 4th degree crime was approved today by the Senate Judiciary Committee.

“This measure would help protect the health and safety of millions of New Jerseyans by working to defend the State’s public utilities and chemical facilities,” said Senator Sweeney, D-Gloucester, Cumberland and Salem. “By increasing the penalties for criminal trespassing, we would be sending a clear message to would-be terrorists that tampering with the residents of New Jersey and any State-owned property would result in serious consequences.”

05 May: Madden Measure Would Work To Help Further Reduce School Violence

TRENTON – A measure sponsored by Senator Fred H. Madden that would provide training for safe schools resource officers and public school employees serving as liaisons to law enforcement has been approved by the Senate Education Committee.

“According to State Education officials, violence has decreased in our schools in recent years,” said Senator Madden, D-Camden and Gloucester. “This decrease can be partly attributed to the presence of safe school officers and police presence in or near our schools. By providing additional training, these officers will be able to help further reduce violence and help make schools safer for our children.”

04 May: Sweeney & Madden Push Measure To Require Satellite-Based Monitoring Of Sex Offenders

TRENTON – Senators Stephen M. Sweeney and Fred H. Madden have introduced a measure that would establish a pilot program for the continuous, satellite-based monitoring of high risk sex offenders.

“According to the U.S. Department of Justice, 40% of sex offenders who re-offend after incarceration do so within one year of their release,” said Senator Sweeney, D-Gloucester, Cumberland and Salem. “This measure is absolutely necessary, and the State must fight to help protect the public from these dangerous predators.”

TRENTON – A measure sponsored by Senators Fred H. Madden and John A. Girgenti creating the “Sex Crime Victim Treatment Fund,” to help fund victim counseling was signed into law today by Governor Richard J. Codey.

“The traumatic psychological damage caused by a sexual assault can haunt victims for years,” said Senator Madden, D-Camden and Gloucester. “This measure helps cover the cost of treatment for victims and supports them through their repair cycle.”
