20 Jan: Gordon/Beach Legislation To Make Municipal Merger Studies Easier Clears Senate Committee

TRENTON – Legislation sponsored by Senators Bob Gordon (D-Bergen) and Jim Beach (D-Camden) that would make it easier for municipalities to study the possibility of merging was today moved out of the Senate Community and Urban Affairs Committee.

This bill stems from a grassroots attempt to gain approval to form a study commission to examine whether Merchantville and Cherry Hill can consolidate municipal services. Earlier this year, a group of Merchantville and Cherry Hill residents undertook an effort to form a Municipal Consolidation Study Commission. In Merchantville, the residents collected signatures and sent a petition to the Local Finance Board, an affiliate of the Department of Community Affairs. In Cherry Hill, the residents submitted a resolution to undertake a consolidation study. According to the Board, however, current law requires the same method of application from each community. Consequently, the applications were rejected.

06 Jan: Beach Legislation Calling For Veteran Owned Business Set-Aside Clears Senate

TRENTON – Legislation sponsored by Senator Jim Beach (D-Camden) that would require the New Jersey Economic Development Authority to administer a veteran-owned business set-aside program was cleared today by the full Senate.

“Our veterans have sacrificed so much for the safety and well being of this country and they deserve recognition and assistance from those that enlist their services,” said Senator Beach, Chairman of the Senate Military and Veterans Affairs Committee. “Setting aside a percentage of contracts for veteran owned businesses is just one small way we can repay the debt we owe to them. Not only is it the right thing to do, but, given the current economic climate and the need to spur the economy, it is the necessary thing to do.”

20 Dec: Beach/Van Drew Bill Extending Veterans’ Preference

TRENTON – Legislation sponsored by Senators Jim Beach (D-Camden) and Jeff Van Drew (D-Cape May, Atlantic, Cumberland) that would help provide war veterans with preferred status when applying for public sector jobs was approved today by the full Senate.

“Our returning veterans have experience and capabilities that can be tools not just in the armed services, but here in New Jersey’s workforce,” said Senator Beach. “When we take into consideration all that they have given in service of their country and their extraordinary abilities, why should we not push our returning soldiers to the front of the line for public jobs? It is the least we can do to thank them for their commitment and to utilize their skills.”

“Often we forget that our returning servicemen and women are simply more than soldiers, but trained, highly capable people who can make great contributions to public service here in our state,” said Senator Van Drew. “Given the current economic climate, we should be doing all we can to help our veterans obtain gainful employment when they come home.”

10 Dec: Beach Legislation To Establish “Teen Cancer Awareness Week” Signed Into Law

TRENTON – Legislation sponsored by Senator Jim Beach (D-Camden) that establishes the third week in January of each year as “Teen Cancer Awareness Week” was signed into law today. The legislation, which was done in memory of Alicia Rose DiNatale, who died from a rare form of cancer at age 17, will help raise awareness of the challenges facing teens with cancer.

“The struggles facing teens dealing with cancer are unique from those of other age groups and they deserve more attention,” said Beach. “This recognition will shine more light on the difficulties teenagers inflicted with this awful disease must go through and how we can make it easier for them.”

08 Nov: Senate Panel Approves Beach Bill Making It Illegal For Employers To Declare ‘Unemployed Need Not Apply’

TRENTON – The Senate Labor Committee today released legislation Senator Jim Beach sponsored to counter the disturbing trend of employers declaring in job opening announcements, “unemployed workers need not apply.”

Beach said the bill would ensure that a person’s qualifications – and not whether they had been a victim of the economic recession that doubled unemployment rates – would remain the most important criteria for job seekers.

28 May: Senate Panel Approves Beach/Norcross Measure Allowing Paperless Submission Of Emergency Plans

Legislation Senators Jim Beach and Donald Norcross sponsored to allow for the paperless submission of emergency operation and evacuation plans to state officials was released yesterday by a Senate committee.

“To the degree that we can make it easier for state emergency management officials to receive, review and archive crisis plans in a timely fashion, the better,” said Beach (D-Camden). “And to the degree that we can save local governments and school boards the costs of printing and mailing plans that can be sent electronically, the better, as well.”

17 May: Beach Unveils Sweeping Reforms To State’s Outdated, Byzantine Liquor Laws

Senator Jim Beach has introduced a five-bill legislative package aimed at ushering in the most sweeping reform of New Jersey’s 60-year-old liquor license laws.

Among the bills are measures to permit unused liquor licenses to be sold across municipal lines and create a new class of liquor licenses for specific use by restaurants.

“New Jersey’s hospitality industry is straining to meet the needs of patrons in 2010, yet our liquor laws are mired in the 1940’s,” said Beach (D-Camden). “Just because our liquor laws have been relative untouched in sixty years doesn’t mean we should just leave them be. This reform package will bring our laws up-to-date, and provide businesses greater flexibility to meet the needs of their customers.”

17 May: Senators Announce Military And Veterans’ Affairs Hearing In South Jersey

TRENTON – In recognition of the importance of accessible, comprehensive health care services for veterans across New Jersey, Senate Military and Veterans’ Affairs Committee Chairman Jim Beach and Vice Chairman Jeff Van Drew today announced the panel will meet Friday in Somers Point, Atlantic County, to examine the need for a veterans’ hospital in South Jersey.

“As a nation, we owe it to those who served in our Armed Forces to provide access to the broad spectrum of health care services they need,” said Senator Beach (D-Camden). “This hearing will give us an opportunity to hear first-hand from veterans about the challenges they face in getting care, so we can determine the most effective way to address them. As chairman of this committee, I believe there is no issue more important than ensuring that soldiers from every corner of New Jersey have access to the services they were promised once they return home.”

07 May: Beach Bill To Ensure Families Of Deceased Soldiers Have Access To Survivor Benefit Information Now Law

Legislation Senator Jim Beach sponsored to ensure the families of deceased service members are provided information on survivor programs for which they are eligible was recently signed into law by Gov. Chris Christie.

The new law requires the State Division of Veterans’ Training, Information and Referrals within the Department of Military and Veterans Affairs to coordinate with other veterans service offices to provide the surviving beneficiary of a deceased service member with a comprehensive packet containing information on all federal and State benefits programs for which the beneficiary is eligible.
