21 Jun: Vitale-Scutari Bill To Eliminate Civil Statute Of Limitations On Sex Abuse Cases Clears Judiciary Panel

TRENTON – A bill sponsored by Senators Joseph F. Vitale and Nicholas P. Scutari that would hold accountable in civil court child sex offenders and organizations that fail to appropriately respond to employees who commit sex crimes against children was approved today by the Senate Judiciary Committee. The bill, S-1651, would remove the statute of limitations on civil child sex abuse cases, expand who is potentially liable in these actions and provide that public entities would be liable.

“Expanding the statute of limitations on sexual abuse is imperative to providing justice for the victims of these heinous crimes,” said Senator Vitale, D-Middlesex. “The scars of sexual abuse do not heal easily, but hopefully, with time, compassion, counseling and a measure of justice, many of the victims will be able to get on with their lives. While a statute of limitations may make sense in certain civil cases, when it comes to the difficulty that victims endure to speak out about and seek justice for sexual abuse, they should be given a little more leeway. This bill makes sure that sexual abuse victims receive the time and patience needed for them to face their abusers in court.”

13 Aug: Vitale-Weinberg Bill To Require Health Benefits Coverage For Autism Treatment Signed Into Law

TRENTON – A bill sponsored by Senators Joseph F. Vitale and Loretta Weinberg which requires New Jersey health insurers to provide coverage for screening for autism and other developmental disabilities as well as any medically-necessary occupational, physical and speech therapy, was signed into law today by Governor Corzine.

“If a treatment or therapy exists which can make life easier for autistic children or the developmentally disabled and their caregivers, insurance companies have a sacred responsibility to provide access to that treatment,” said Senator Vitale, D-Middlesex, and Chairman of the Senate Health, Human Services and Senior Citizens Committee. “Researchers on the cutting edge of their fields are discovering new things about autism spectrum disorders and developmental disabilities every day. We need to put the latest proven therapies within reach of those families who will see the greatest benefit, and we need to give autistic kids and the developmentally disabled a chance to achieve their maximum potential.”

TRENTON – A bill sponsored by Senators Joseph F. Vitale and Loretta Weinberg which would require health insurers in New Jersey to provide coverage for screening for autism and other developmental disabilities as well as any medically-necessary occupational, physical and speech therapy, was approved by the Assembly today by a vote of 74-5, receiving final legislative approval.

“In New Jersey, autism spectrum disorders and developmental disabilities have reached epidemic proportions,” said Senator Vitale, D-Middlesex, and Chairman of the Senate Health, Human Services and Senior Citizens Committee. “While we move closer to understanding the causes for – and treatments of – autism every day, insurers have not lived up to their responsibility to make these new treatments accessible for struggling families. We need to make sure that the treatments which make a difference in the lives of autistic and developmentally-disabled individuals are within reach for those individuals who could reap the greatest benefit.”

TRENTON – A bill sponsored by Senators Joseph F. Vitale and Loretta Weinberg which would require health insurers in New Jersey to provide coverage for screening for autism and other developmental disabilities as well as any medically-necessary occupational, physical and speech therapy, was approved by the Senate today by a vote of 35-0.

“New Jersey has one of the highest rates of autism incidence in the entire country, and we have to do more for families struggling to get their loved ones the treatment they need to mitigate the effects of the disorder,” said Senator Vitale, D-Middlesex, and Chairman of the Senate Health, Human Services and Senior Citizens Committee. “Insurance companies have a sacred responsibility to provide access to medically-necessary and scientifically proven care which can help improve outcomes for autistic children. Through this legislation, we’re making sure that insurers live up to that responsibility and cover the treatment and therapy which will make a difference in the lives of autistic children.”

“With one of the highest rates of prevalence in the entire country, autism spectrum disorders have reached epidemic proportions in the Garden State,” said Senator Vitale, D-Middlesex, and Chairman of the Senate Health, Human Services and Senior Citizens Committee. “New Jersey must take the initiative to make sure children with autism spectrum disorders and developmental disabilities have access to the treatment and therapies which can make a difference in their lives. This bill is about holding health insurers to their obligation of providing coverage for medically-necessary treatments, including those that may hold promise for children living with autism.”

“Autism spectrum disorders and developmental disabilities can cause an enormous strain, not just on the child affected, but on the parents looking to provide every opportunity for their autistic son or daughter,” said Senator Vitale, D-Middlesex, and Chairman of the Senate Health Committee. “Behavioral intervention can mean the difference between a lifetime of communications and learning difficulties, and the possibility of overcoming many of the difficulties associated with autism and other developmental disabilities.
