09 Jun: Rice-Vitale Bill To Increase Oversight In Aid To Disabled Individuals Approved In Committee

TRENTON – A bill sponsored by Senators Ronald L. Rice and Joseph F. Vitale which would increase legislative oversight and public input into the State’s program to apply for federal Medicaid waivers for people with disabilities was approved by the Senate Health, Human Services and Senior Citizens Committee today by a vote of 8-0.

“The State Division of Developmental Disabilities has neglected to do its job by failing to apply for the appropriate waivers that could have saved the taxpayers of New Jersey nearly $20 million in funding for programs for the disabled,” said Senator Rice, D-Essex. “The Division has since acknowledged that it did not pursue federal matching funds for the past several years. I have concerns that the Division is leaving State government, and the people of New Jersey, with the burden of providing funds for necessary programs when the federal government is already providing money to those who apply.”

09 Jun: Rice-Vitale Bill To Provide Information On Adult Disability Services To Parents Of Special Ed Students Advances

TRENTON – A bill sponsored by Senators Ronald L. Rice and Joseph F. Vitale which would require that parents of Special Education students receive information regarding State services for adults with disabilities was approved by the Senate Education Committee by a vote of 4-0.

“As young people with disabilities grow into adulthood, they and their families must begin to plan for a life beyond school,” said Senator Rice, D-Essex. “New Jersey makes certain that parents are aware of the special education services that are available for their children, but when the student moves into adult life, there is an information disconnect. The shift from childhood to into adulthood can be difficult for everyone, and this is why it is important that parents are made aware of the State’s available resources regarding the transition.”

09 Jun: Vitale/ Rice Bill Providing $5 Million To Aids Program Advances

TRENTON – Legislation sponsored by Senators Joseph F. Vitale and Ronald L. Rice which would appropriate $5 million for the AIDS Drug Distribution Program (ADDP) and rapid AIDS testing was unanimously approved today by the Assembly Appropriations Committee.

“HIV/AIDS is the modern world’s plague, an epidemic of staggering proportions which in this stage of the game has no known cure,” said Senator Vitale, D-Middlesex, the Chairman of the Senate Health and Human Services Committee. “However, with the proper medication, and knowledge of the disease, people infected with the disease can live productive lives, and can avoid passing the disease on to others. The State has a moral obligation to support programs which would ease the suffering of AIDS victims, and would provide an invaluable tool in the elimination of the AIDS epidemic.”

09 Jun: Vitale / Madden Measure Would Require Health Clubs To Be Equipped With Defibrillators

TRENTON – A measure sponsored by Joseph F. Vitale and Fred H. Madden that would require all registered health clubs in New Jersey to have an Automated External Defibrillator on site and have employees trained in its use was unanimously approved today by the Senate Health, Human Services and Senior Citizens Committee.

“When a person goes into cardiac arrest, the time between the onset of arrest and medical treatment can literally mean the difference between life and death,” said Senator Vitale, D-Middlesex, who chairs the Senate Health, Human Services and Senior Citizens Committee. “Rapid response to a cardiac emergency is key to ensuring survival. Requiring defibrillators in gyms and health clubs, where patrons might be more susceptible to cardiac distress, makes sense and will undoubtedly save lives in New Jersey.

27 May: Vitale Bill Moving Presidential Primary Date To February Advances

TRENTON – A bill sponsored by Senator Joseph F. Vitale which would move New Jersey’s presidential primary date to the last Tuesday in February in order to make New Jersey relevant in national elections was unanimously approved by the Senate State Government Committee yesterday.

“In the immediately past presidential election, the nomination for the presidency was decided long before New Jersey voters ever got to pull a lever for their candidates of choice, be they Democrat or Republican,” said Senator Vitale. “New Jersey’s electorate has become disenfranchised by a primary system that’s left the Garden State out in the cold. We need to move the primary to make New Jersey voters relevant, so that voters can decide for themselves the best candidates without having other states decide for them.”

26 May: Turner/Baer/Vitale Measure To Protect Against Identity Theft Moves Forward

TRENTON – After hearing considerable testimony from consumer advocate groups last week, the Senate Commerce Committee approved bipartisan legislation today sponsored by Senators Shirley K. Turner, Byron Baer and Joseph Vitale that would require businesses to better maintain the confidentiality of their customers’ personal information and provide consumers with new tools to combat identity theft.

“It is becoming increasingly true that good credit is one of the most valuable things an individual can possess,” said Senator Turner, D-Mercer. “With innumerable credit card and financial transactions conducted over the Internet each day, the potential for identity theft is greater than ever. Today we are equipping consumers with a valuable new set of tools and safeguards that will better help them protect their credit and reduce the threat of identity theft.”

23 May: Vitale Bill To Increase Penalties On Trespassers With Firearms Approved

TRENTON – A bill sponsored by Senator Joseph F. Vitale which would enhance the penalties for trespassing on private or posted property if the trespasser has a firearm in his or her possession was approved by the Senate Law, Public Safety and Veterans Affairs Committee today by a vote of 4-0.

“When a hunter enters private property while wielding a firearm, the potential for a tragic outcome cannot be ignored,” said Senator Vitale, D-Middlesex. “New Jersey provides designated areas for hunting, and most hunters can recognize which areas are out of bounds. However, for those one or two cases when a hunter strays beyond the acceptable boundaries and into someone’s backyard, both the homeowner’s safety and the safety of the hunter are now in jeopardy, and we need to have strong penalties to deter hunters from going too far.”

12 May: Vitale ‘Emergency Health Powers Act’ Approved By Senate

TRENTON – A bill sponsored by Senator Joseph F. Vitale which would give the Governor the authority to declare a public health emergency and take steps to prevent, prepare for, and respond to the emergency was approved by the Senate today by a vote of 39-0.

“In certain situations, the Governor and the State Department of Health need to be able to move quickly when the lives of New Jerseyans are at risk due to a public health crisis,” said Senator Vitale, D-Middlesex, the Chairman of the Senate Health Committee. “This bill gives the State of New Jersey the ability to provide a rapid response to the worst health risks, when the regular governmental deliberation might not be fast enough to stop the spread of an epidemic, or to respond to a bioterrorist threat. The Governor needs the authority to do whatever’s necessary to save New Jerseyans’ lives.”

11 May: Preview- Vitale To Screen Academy Award Nominated Documentary On Clergy Abuse

TRENTON – Senator Joseph F. Vitale will host a screening of the Academy Award nominated documentary “Twist of Faith,” to put a human face on clergy sex abuse cases in New Jersey and underscore the need for charitable immunity reform, tomorrow, May 12, at noon and 3:00 P.M. in Committee Room 1 in the Statehouse Annex.

“The film is a visceral reminder of the impact of clergy sex abuse on the survivors’ lives,” said Senator Vitale, D-Middlesex, the prime sponsor of legislation to remove charitable immunity protection from groups that knowingly and negligently put children in harm’s way from sexual predators. “However, we also need the Legislature to understand that sexual molestation in charitable groups is not confined to the actions of one or two sexual predators hiding behind a good cause, but rather, a systemic problem that must be addressed through reform to truly protect our children. The guilt and feelings of worthlessness associated with sexual abuse many times stay with the survivors for the rest of their lives, and charitable groups that do nothing to address allegations of abuse should not be shielded from litigation by State law.”

05 May: Vitale-Buono Bill To Expand Coverage For Mental, Nervous Disorders And Substance Abuse Approved In Committee

TRENTON – A bill sponsored by Senators Joseph F. Vitale and Barbara Buono which would expand health insurance coverage for treatment of mental and nervous disorders, as well as alcoholism and substance abuse disorders, was approved by the Senate Health, Human Services and Senior Citizens Committee today by a vote of 7-0.

A second bill, sponsored by Senator Vitale, which would require health insurers who already cover behavioral health care services to provide certain information to their insureds about what exact services are covered, what the insured has to do to be eligible, and how reimbursement for services works, was also approved by a vote of 7-0.
