Rice Measure Hopes To Explain The ‘Truth In Renting’

TRENTON – Legislation sponsored by Senator Ronald L. Rice to help tenants understand their rights in easy to understand “Truth in Renting” booklets was approved by the full Senate today.

“The ‘Truth in Renting’ handbook is an important tool for informing tenants of their rights,” said Senator Rice, D-Essex. “It’s important that all renters understand their rights so that they can ensure that their landlords treat them properly and fairly. The manual also reminds landlords of their legal duties in renting apartments or homes. Informed tenants and landlords are more likely to resolve problems directly, without going to court.”

The bill, S-441, would require the Department of Community Affairs (DCA) to fund the distribution of the “Truth in Renting” booklet. The measure also would require the DCA to post a printable version of the booklet on its Web site. The bill calls for a $200,000 appropriation.

Senator Rice sated that, currently, landlords must provide to all tenants a copy of the “Truth in Renting” booklet which is distributed by DCA at a cost of $1.50 per booklet to landlords.

“If we remove the cost that landlords must pay to distribute the booklet, we will make it easier for them to follow the law and provide the information renters need to know,” said Senator Rice.

According to Senator Rice, copies of the “Truth in Renting” booklets can be purchased through the Landlord-Tenant Information Services office in the DCA at PO Box 805, Trenton, NJ 08625-0805.

The bill now heads to the Governor’s office for enactment.
