27 Feb: Senate Passes Madden-Buono Bill To Sanction Underage Drinkers Who Drive

TRENTON – Drivers under 21 who refuse a breath test after police suspect them of drinking even a small amount of alcohol would lose their driving privileges for up to three months under a bill sponsored by Senators Fred Madden and Barbara Buono and approved today in the Senate.

“All drivers, but especially young ones, have to think before they drink because there will be consequences,” said Senator Madden, the former Superintendent of the State Police. “I’ve seen too many lives shattered by young drivers who think they can drink and then drive.”

TRENTON – A measure sponsored by Senators Fred H. Madden and John A. Girgenti creating the “Sex Crime Victim Treatment Fund,” to help fund victim counseling was signed into law today by Governor Richard J. Codey.

“The traumatic psychological damage caused by a sexual assault can haunt victims for years,” said Senator Madden, D-Camden and Gloucester. “This measure helps cover the cost of treatment for victims and supports them through their repair cycle.”

“Traumatic events like sexual assault can cause years of pain and anxiety for victims and their families,” said Senator Madden, D-Camden and Gloucester. “By requiring sex offenders to fund counseling for their victims, the State is forcing these predators to take responsibility for their actions. Though a monetary value cannot be placed on the damage caused as a result of sexual assault, this measure is a step in the right direction toward helping survivors and their families begin the healing process. “

“According to the Centers for Disease Control and Prevention, more than 300,000 forcible rapes occur every year,” said Senator Madden, D-Camden and Gloucester. “There is no dollar amount that can possibly compensate victims for the trauma inflicted on them, but this Fund would allow them to receive counseling and other services to help them lead healthier and happier lives.”
