19 Aug: Beach/Van Drew Bill Allowing Residents To Support National Guard Members By Designating Donations On Tax Returns Becomes Law

TRENTON – Legislation sponsored by Senators Jim Beach and Jeff Van Drew that will allow taxpayers to make voluntary contributions on their income tax returns to provide support to our state’s National Guard members and their families has been signed into law.

“Members of our National Guard are often deployed for extended periods of time, and while these brave men and women are serving our country, their spouses in many cases take on the sole responsibility of running a household and caring for their families. This can take a toll on everyone involved,” said Senator Beach (D-Camden), chair of the Senate Military and Veterans Affairs Committee. “Providing our residents, through this donation process, with a means to lend support to our troops and their families as they cope with the demands of military life is just a small contribution we can make in return for their sacrifice.”

17 Aug: Beach Calls On Governor To Sign Legislation That Would Ensure Sexual Assault Victims Are Not Charged For Examinations

TRENTON – Senator Jim Beach (D-Camden) issued the following statement today calling on Governor Christie to sign S-972, legislation that would ensure that victims of sexual assault are not charged any fee for services that are directly associated with a forensic sexual assault examination; and ensure that victims of sexual assault receive information to that effect. The bill, which Beach co-sponsored, passed both houses by a combined vote of 115-0 and has been sitting on the governor’s desk since late June:

“It is my sincere hope that Governor Christie will sign this bill as soon as possible. It enjoyed bipartisan support in the Legislature and needs to be enacted immediately.

29 Jun: Beach/Girgenti Legislation Allowing Juveniles Convicted Of ‘Sexting’ To Enter Educational Program Clears Senate

TRENTON: Legislation sponsored by Senators Jim Beach (D-Camden) and John Girgenti (D-Passaic) that would allow certain juveniles charged with “sexting” to enter into an educational program and avoid criminal prosecution was approved today by the full Senate.

“Many young people simply don’t know the dangers associated with ‘sexting’ and may not have been educated on the subject,” said Beach. “In some instances, it would simply be unfair to slap a criminal charge on their record for something they may not realize was wrong.”

27 Jun: Norcross/Beach Bill To Allow Advertising On DOT Patrol Vehicles Clears Senate Budget Committee

TRENTON – A bill sponsored by Senators Donald Norcross (D-Camden/Gloucester) and Jim Beach (D-Camden) that would allow advertising on state roadway patrol vehicles to pay for services through private funding – rather than additional taxes or tolls – was approved today by the Senate Budget and Appropriations Committee.

“Tax and toll payers have carried the entire burden of funding the state’s transportation needs for far too long,� said Senator Norcross. �By permitting private companies to sponsor our roadway patrol vehicles, we will generate much-needed revenue that will save taxpayers’ dollars while continuing to provide the services they depend on to stay safe.”

Instead, we need to educate them on the issue so that they can avoid taking part in the future and can also let their friends know how serious this problem is.”

06 Jun: Van Drew/Beach Bill To Reduce Fishing Registry Penalties Advances

TRENTON – Legislation sponsored by Senators Jeff Van Drew and Jim Beach to drastically reduce penalties associated with the new free state fishing registry – implemented as a way to collect information from recreational saltwater anglers for research purposes – was recently approved by the Senate Environment and Energy Committee.

“The whole purpose of creating the state registry was to cut people a break, and prevent them from having to pay a $15 federal fee for fishing. Imposing an initial fine of up to $3,000 for failing to register with this free database is unacceptable,” said Senator Van Drew (D-Cape May/Cumberland/Atlantic). “Clearly, since this is a new program some residents who fish infrequently and individuals traveling from out of state are not going to be aware of the new requirement to register. It just makes sense to give them a warning. I am quite sure that once they know about the program, the possibility of getting a $20 fine for failing to comply in future years will be reason enough for them to log onto the state web site and sign up.”

09 May: Beach/Lesniak Legislation To Allow Mail-In Ballots For All Future Elections Clears Assembly

TRENTON – Legislation sponsored by Senators Jim Beach (D-Camden) and Raymond J. Lesniak (D-Union) that would allow voters to request mail-in ballots for all future general elections or all future elections was passed today by the full Assembly.

“The right to vote is one of, if not, the most essential element of a democracy. We should be doing everything we can to encourage and provide the means for more people to do it. This legislation will allow people, who might not otherwise be able to do so, to cast their ballot and have their vote counted,” said Beach.

27 Apr: Gordon/Beach Legislation To Make Municipal Merger Studies Easier Signed Into Law

TRENTON – Legislation sponsored by Senators Bob Gordon (D-Bergen) and Jim Beach (D-Camden) that would make it easier for municipalities to study the possibility of merging was signed into law today.

“Sharing services and consolidation have become necessary in the current economic climate. They can offer significant savings to taxpayers and still ensure efficient services. That is why we need to make the process of implementing shared service agreements and consolidations easier, not harder. This legislation will do just that,” said Gordon.

25 Apr: Madden/Beach Bill To Help Extend Unemployment Benefits Signed Into Law

TRENTON – Legislation sponsored by Senators Fred Madden (D-Gloucester, Camden) and Jim Beach (D-Camden) that will help extend unemployment benefits for jobless residents was signed into law today.

“While we continue to strive to improve our economy and create jobs in New Jersey, the stubborn fact remains that far too many people are currently unemployed and coming very close to having their final lifeline cut,” said Madden. “By changing the trigger for unemployment benefits, we are helping people pay their mortgage and keep putting food on the table while they look for a job.”
